SaiWoo Contracting has been contracted by ExxonMobil Canada Properties (EMCP) for the Engineering, Procurement, Construction and Installation (EPCI) of the Sable Tier II Compression Platform. To accept the new platform, the existing Thebaud central processing platform requires modifications to Structural, Piping, Electrical, Telecoms, Instrumentation and coatings.
SaiWoo is a partnership company of Saipem SpA and Daewoo Shipbuilding & Marine Engineering (DSME).
Saipem S.p.A. Canada is requesting Expressions of Interest from companies capable of performing the work as generally detailed below.
Companies interested in pre-qualifying to bid on this package should submit their corporate resumes indicating relevant experience and expertise with similar work prior to the closing date indicated above. Saipem S.p.A. Canada reserves the right the make the final determination of which firms will qualify to bid on the project.
Equipment to be supplied must be in conformance with applicable Canadian and Nova Scotia standards, codes and regulations. ISO 9001 2000 certification or equivalent is required.
Scope of Work
The Supplier’s Scope of Work shall include, but not necessarily be limited to, the items listed below together with any other items required to ensure a complete the Work.
Saiwoo Contracting are seeking Expressions of Interest (EOI) from qualified contractors who are experienced and interested in undertaking both the Onshore Fabrication and Offshore Hook-up of two (2) 60 tonne Piperacks and other modifications. The contractor is required to complete the necessary Piping / Structural / E&IT upgrades on Thebaud while the platform is operational. Offshore commissioning activities associated with this Brownfield modification are also required.

Saiwoo will award ONE combined contract for both the onshore and offshore scopes of work (SOW).

Qualified bidders must have previously demonstrated capability in the fabricating and Hook-up of modules offshore in Nova Scotia. In order to bid on this contract the fabricator / installer must have the minimum of the following:

Experience in large offshore Oil & Gas projects in Nova Scotia, within the last 4 years
Experience in offshore Brownfield construction and shall have compliant systems in place for workpack generation, job carding and Permit to Work.
Experience in onshore fabrication of multi-discipline structures.
Material Procurement Procedures to Saiwoo requirements.

Qualified Welding Procedures (WPS's) to ASME B31.3 (Pressure piping) for Stainless Steel, Titanium, Carbon steel and Duplex.
Qualified Structural Welding Procedures to W47.1
Instrumentation, Electrical and telecoms capability
Safety Health & Environmental (SHE) program in effect to offshore standards
BST trained personnel
Experience in dealing with a Certifying Authority (CA)

As accompaniment to this expression of Interest all candidates must provide the following:

ISO 9001-2000 certificate and the index page from your QA manual
An ITP from a previous contract for
1. Pressure pipe fabrication (ASME B31.3)
2. Structural fabrication (W47.1)

A list of qualified WPS for CS/ SS / Duplex & Titanium.
Corporate and typical project organization charts.
A list of the qualified welders available.
Corporate resume of relevant on-shore & offshore projects.
Copy of W47.1 certificate to Division 1.
Copy of a completed offshore workpack for various disciplines.

Schedule for RFP and Award
Bidding is planned for early January 2005 with award being planned for early April 2005.

Supplier Submissions

The Screening Questionnaire includes requirement for:

· A profile of the company.
· Details of relevant supply experience in manufacturing equipment to the size specified above.
· List of countries where you have international office/representative.
· Quality assurance and HSE certificates and reference held by the company.

Vendor Screening Questionnaire and all responses must be submitted by courier.

Please note that incomplete Screening Questionnaires may not be considered for evaluation
