EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (DPP), a utilities
and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline,
of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.
During this phase we are seeking qualified companies for the supply of an Integrated Project Management System to include as a minimum but may not be limited to;
Project Management & Controls.
Procurement & Material Management.
Construction and Hook-up.
Commissioning.
Data Warehousing - Operations hand over.
Production Accounting (optional).
As a minimum the proposed system components should consist of the following core functionality;
Procurement & Material Management. Engineering / Design Bulk Material MTO Data Handling, Material Control, Requisitioning, Contracts, Purchase Orders, Expediting, Logistics / Traffic & Warehouse Receiving, Multi-Site Inventory Control, and Vendor
Document Tracking.
Construction and Hook-up. Maintaining engineering data and certification status of the Project. Maintaining a set of engineering data for each Project discipline containing relevant equipment information and data registers that hold all references
(project coding, systems, areas - etc.), documentation, procedures, tests, scanned images, and pictures.
Commissioning System. Ability to be fully integrated with WINPCS.
Data Warehousing Operation hand over. System should consist of a repository capable of gathering and presenting pertinent design and construction data to the operations, engineering, maintenance, and production teams.
A key element of the solution is the ability for all systems to integrate and to minimize data duplication.
Interested parties should demonstrate capability to supply a solution to a multi-project environment and demonstrate that they have supplied similar integrated solutions in a large distributed (multiple site & contractor) project environment.
Interested parties should provide a detailed reference list demonstrating their relevant experience, capabilities and expertise. Specifically, please include company name, contact details, managers and key personnel, company profile, and summary of
related experience.
Interested parties are notified that all work carried out on the Deep Panuke Project shall comply fully with Canada-Nova Scotia Offshore Petroleum Board Regulations. All materials and services must be in compliance with the requirements of the relative
regulatory agencies. The Deep Panuke Project will select qualified bidders using the responses to this EOI as a guide. Expressions of Interest must be received on or before July 31, 2002.
