EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (PP), a utilities and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline, of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.

EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design for this project.

During this phase we are seeking qualified companies for the following scope of supply:

Marine Warranty Surveyor Services for the loadout, transport and installation of the ackets, piles, and topsides structures for the Wellhead, Production and Utilities and Quarters Platforms and installation of the subsea pipeline.

SCOPE OF WORK
The Marine Warranty Surveyor Services scope of work covers the loadout, transport and installation of the three platforms and installation of the 24 inch gas export subsea pipeline.
The Wellhead platform (WHP) jacket and topsides will be installed in advance of the main facilities to enable drilling and completions to be performed from a jack-up rig. The Production Platform (PP) and Utilities and Quarters Platform (UQP) will be installed approximately one year after the WHP.
The WHP is to be a steel structure fitted out primarily with clad carbon steel flowlines, well fluid manifolds, hydraulic power packs and tubing for Xmas tree control, E&I rooms, platform crane and safety equipment. It shall be supported on a steel jacket with four skirt piles and linked to the PP via a steel bridge.
The PP comprises a fully integrated steel topsides deck supported by a steel jacket and two skirt piles on each of the corner legs. The PP also has a cantilevered flareboom, which shall be installed as a separate lift.
The UQP comprises a two level steel utility deck which supports the Living Quarters (LQ) and which in turn is supported by a steel jacket and four skirt piles. The completed structure shall be lifted from the utility deck using an arrangement of slings and a loose spreader bar positioned above the quarter's module. The platform is linked to the PP via a pedestrian and utilities bridge.

The gas export subsea pipeline is 24 inches in diameter with a minimum wall thickness of 15.9mm. The offshore part of the gas export pipeline starts in Goldboro, Nova Scotia and is approximately 175km in length to the Deep Panuke offshore location. To maximize opportunities within the allowable weather windows, installation of the pipeline is anticipated one year in advance of the main offshore facilities.

The main scope is summarised as follows.

Year 1 Pre Lay Survey. Initial Intervention, dredging and or boulder clearance as required. Shore approach pull-in and shallow water pipe lay. Lay pipe to Deep Panuke including potential crossing of existing pipelines and cables. Trench and bury the pipeline as required. Post Lay survey. Post lay hydrotest, clean and gauge.

Year 2 Install 24" SSIV. Fabricate and install pipeline spool sections. Install Mattress protection as required. Final hydrotest, dewatering and purging.

The following services are to be provided by the Marine Warranty Survey contractor: Warranty Services for loadout of platform components Warranty Services for marine transportation of platform components Warranty Services for offshore platform installation Warranty Services for pipeline and subsea equipment installations

REQUIREMENTS Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and Safety Management System(s). Interested parties are also notified that the Work carried out on the Deep Panuke Project shall comply fully with Canada Nova Scotia Offshore Petroleum Board Regulations. Also, they must demonstrate that they have suitable Marine Warranty Survey experience and personnel for the anticipated scope of work as detailed above. They must be able to demonstrate previous experience of similar size projects. Respondents must indicate company name, contact details, managers and key personnel, company profile, and details of ability to meet the requirements of any construction all risks insurance policy. The Deep Panuke Project will select qualified bidders from among the respondents to this EOI as a guide. Expressions of Interest must be received on or before 30 January 2003.
