EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (PP), a utilities and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline, of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.

EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design study for this project.
During this phase we are seeking qualified companies for the following scope of supply:
Utilities and Quarters Platform Fabrication, Including EPC (Engineering, Procurement and Construction) of 68 man Living Quarters

SCOPE OF WORK
The Utilities and Quarters Platform (UQP), comprises a steel topsides deck supported by a steel jacket and piles, linked to the Processing Platform via a pedestrian and utilities bridge.
The UQP Topsides consists of a two level Utility Deck which supports the Living Quarters (LQ), and helideck. The accommodation within the UQP has been sized with bedspace for 68. The LQ is also considered as the Facilities temporary refuge, hence requires all associated lifesaving equipment in accordance with CNSOPB Regulations.
The process and support utilities, whether located on WHP, PP or UQP, shall be controlled from the central control room (CCR) located on the quarters platform (UQP).

The following systems are installed on the UQP to support the complex:
- Emergency generation
- Firewater pump
- Instrument air
- Inert gas
- Freshwater makers
- Central control room
- Helideck with refuelling facilities.

The overall envelope of the UQP topsides is expected to be within the order of 30 x 30 x 30m and weigh approximately 2000-2500 tonnes.

The complete UQP will be 100% onshore commissioned as a single unit prior to transportation offshore.

The scope of work is as summarised: -
- Fabrication of the Utility Deck to an Engineered design provided by the Company.
- Full Engineering, Procurement and Fabrication of the Living Quarters (including CCR and other associated electrical rooms) to Functional Specification provided by the Company.
- Mechanical Completion and 100% onshore commissioning of the Utility Deck and LQ, which constitute the whole of the UQP topsides.
- Receipt, storage and preservation of free-issue materials and equipment.
- Bulk material supply.
- Construction engineering (temporary works).
- Fabrication and installation of seafastening on to Company provided barge
- Weighing and Loadout of the single UQP structure.
- Seafastening to a Company provided barge and preparation for sailaway
- Provision of specialised equipment, manpower, consumables and spares necessary for the Offshore Commissioning of the UQP topsides

SCHEDULE OF DELIVERY
Bidding is planned for 4th quarter of 2002. The anticipated base case fabrication windows are as follows:
Early Start/Completion - 3rd quarter 2003 with completion being 2nd quarter 2005
Late Start/Completion - 3rd quarter 2003 with completion being 2nd quarter 2006

REQUIREMENTS
Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and Safety Management System(s). Interested parties are also notified that the Work carried out on the Deep Panuke Project shall comply fully with Canada Nova Scotia Offshore Petroleum Board Regulations. Also, they should be able to demonstrate that proposed construction location and facilities are suitable for the design and fabrication of this topside module. They must be able to demonstrate previous experience of similar projects, in particular a successful track record of the design, supply and build of living quarters of upper quartile offshore standard. Respondents must indicate company name, contact details, managers and key personnel, company profile, details of proposed location for executing the Quarters design, construction location for Utilities and Quarters including full description of facilities including workshops, assembly halls, painting facilities, storage facilities, marine facilities, plant and equipment and a summary of related previous project experience. Respondents should also submit a summary of work to be performed in parallel to the contract period. The Deep Panuke Project will select qualified bidders using the respondents to this EOI as a guide. Expressions of Interest must be received on or before 17 OCTOBER 2002.
