NOTE: This EOI is a re-issue of EOI2002042PK, which was originally posted on 22 July 2002. All previous Respondents to the original EOI need not provide any further response unless the information contained herein affects their original submission.

EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a Production Platform (PP), a Utilities and Quarters Platform (UQP) and a Wellhead Platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline, of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.

EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design study for this project.

During this phase we are seeking qualified companies for the following scope of supply:

Production Platform Topsides Fabrication and Commissioning
SCOPE OF WORK
The Production Platform, weighing approximately 9,500Te, is the largest of the three platforms and contains power generation and processing equipment to separate, measure, sweeten, dehydrate, dewpoint control and compress the raw gas. It also sweetens and conditions produced condensate, which will be used to power the platform.

The platform comprises a fully integrated steel topsides deck supported by steel jacket and piles. Facilities on the PP Topsides are designed to satisfy the above objectives and include:
- Production separation
- Inlet Compression
- Gas sweetening to remove H2S
- Gas dehydration
- Gas hydrocarbon dewpoint control
- Gas compression for pipeline export
- Condensate stabilization and sweetening
- Produced water treatment and overboard discharge
- Acid gas injection facilities
- Condensate injection facilities
- Flare system and drains

The following utility systems are installed to support the processing facilities:
- Power generation
- Heating medium system supplied with heat from waste heat recovery units
- Indirect cooling medium system
- Firewater system
- Fuel gas
- Seawater cooling system
- Chemical injection
- Hydraulic system

The scope of work is as summarised: -
- Front End Engineering Design assistance
- Fabrication of the PP Topsides to an Engineered design provided by the company.
- Mechanical Completion and 100% onshore commissioning of the PP Topsides.
- Receipt storage and preservation of free-issue materials and equipment.
- Bulk material supply.
- Construction engineering (fabrication detailing and temporary works).
- Fabrication and installation of seafastening on to Company provided barge.
- Weighing and Loadout of the PP Topsides.
- Seafastening to a Company provided barge and preparation for sailaway.
- Option to provide specialised equipment, manpower, consumables and spares necessary for the Offshore Hook-Up and Commissioning of the PP topsides.

SCHEDULE OF DELIVERY
Bidding is planned for 1st quarter of 2003. The anticipated base case fabrication windows are as follows:
Early Start/Completion - 2nd quarter 2003 with completion being 2nd quarter 2005
Late Start/Completion - 4th quarter 2003 with completion being 2nd quarter 2006

REQUIREMENTS
Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and Safety Management System(s). All Work carried out on the Deep Panuke Project shall comply fully with Canada Nova Scotia Offshore Petroleum Board Regulations. Respondents must demonstrate that the proposed construction location and facilities are suitable for fabrication, commissioning and loadout of the estimated 8,500-9,500Te PP topside and must also demonstrate previous experience of similar size projects. Respondents must indicate company name, contact details, managers and key personnel, company profile, details of proposed CONSTRUCTION location and full description of facilities including workshops, assembly halls, painting facilities, storage facilities, marine facilities, plant and equipment and a summary of related previous project experience. Respondents should also submit a summary of work to be performed in parallel to the contract period. The Deep Panuke Project will select qualified bidders using the respondents to this EOI as a guide. Expressions of Interest must be received on or before 17 October 2002.
