EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (DPP), a utilities and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline, of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.

EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design study for this project.

During this phase we are seeking qualified companies for the following scope of supply:

FLOW METERING SERVICES - DESIGN.

SCOPE OF WORK
Preliminary Scope of Work including but not limited to the following:

1. CONTRACTOR to be/become familiar with the Measurement References of Transportation Agreement (e.g. Maritime & North East Pipelines) and Regulatory (CNSOPB) Measurement Requirements

2. Undertake Review of Project Philosophies and P&ID's against Flow Measurement Requirements
- Undertake design checks of flow meter types proposed
- Identify possible alternative measurement solutions and quantify if alternative techniques would offer increased accuracy, reduced operational costs or be easier to operate and maintain
- Undertake review of stream sampling facilities used for calculation needs associated with flow measurement
- Develop Validation and Acceptance Procedure
- Calibration requirements - pre and post commissioning
- Installation requirements

3. Allocation philosophy
- Review production profiles
- Prepare submission for CNSOPB.
- Review uncertainties of all meters proposed for the allocation system

4. Develop Documentation for CNSOPB Submission
- Uncertainty Calculations
- Validation and Acceptance Procedure
- Calibration Philosophy
- Allocation Philosophy

5. Issue Report and Recommendations
- Key Issues for Deep Panuke Metering
- Process for Validation and Acceptance
- Recommendations for future work

6. Undertake a design review for agreement against Report/Recommendations
- Review AFC P&ID's and piping isometrics for adherence to requirements
- Review vendor submissions for allocation meters

SCHEDULE OF DELIVERY
Bidding is planned for 4th quarter of 2002.

The contract will proceed in a two phased approach. Items 1 through 5 will be required to support Project Sanction requirements with completion by 2nd quarter 2003. Item 6 will be a requirement once the AFC P&ID's and piping isometrics are prepared (estimated start in 4th quarter 2003 or 1st quarter 2004).

REQUIREMENTS
Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and Safety Management System(s). Interested parties are also notified that the Work carried out on the Deep Panuke Project shall comply fully with Canada Nova Scotia Offshore Petroleum Board Regulations. Respondents must indicate company name, contact details, managers and key personnel, company profile, details of proposed study location, and a summary of related previous project experience. Respondents should also agree that, as much as possible, the personnel assigned to this contract will be consistent through the two phases. A request to change personnel is to be communicated to the Deep Panuke Project in writing at least 4 weeks in advance. The Deep Panuke Project will select qualified Bidders using the respondents to this EOI as a guide. Expressions of Interest must be received on or before 18 OCTOBER 2002.
