Corporation is undertaking a program to decommission the Cohasset project
facilities located in a water depth of 45 m approximately 250 km south-west
of Halifax near Sable Island. These facilities comprise: · Cohasset platform
(steel jacket & topsides) · Panuke platform (steel jacket & topsides)
· Subsea equipment Phase I of this program has already been completed. This
covered the following scope: a) Removal and disposal of all mobile
components b) Depressurisation, de-energising, draining, flushing and
preservation of all equipment, production and subsea lines. Phase II of the
program comprises the following additional scope: - a) Completion of well
abandonment in Q3, year 2003 b) Removal of the remaining facilities
c) Scrapping and / or resale of some or all of the components hereinafter
referred to as ?disposal?. Items (b) and (c) within Phase II are the subject
of this EOI GENERAL DESCRIPTION OF THE SCOPE OF THIS EOI A decision on how
the work packages will be allocated for contracting purposes will be made
following evaluation of EOI responses. This EOI comprises the following work
elements: - 1. Overall project and interface management of the activities
2. Removal of the subsea equipment and transportation of the recovered
subsea equipment to a suitable disposal location 3. Disposal of the
recovered subsea equipment 4. Removal of the Cohasset & Panuke platforms and
transportation of the recovered platforms to a suitable disposal location
5. Disposal of the recovered platforms EnCana recognise that the overall
scope of this work may not fall within the regular activities of a single
company and will, therefore, be interested to receive responses from
consortiums or contractor joint venture companies. EnCana will also be
interested to receive responses from companies wishing to undertake one or
more of the major items of the scope of work falling within their field of
expertise. Please note that this EOI is intended for major contractors
only. It is anticipated that, following nomination, the major contractor(s)
will issue further EOIs for support services, material supplies and other
individual packages of the work. Respondents should note that EnCana is
seeking responses that emphasise a safe method of working and a disposal
solution that clearly seeks to avoid any adverse effect on the environment
regardless of any less stringent requirements that may be applicable in the
country of final disposal. SCHEDULE The provisional schedule for the work
is: Issue of bid documents August 2003 Contract award November 2003
Removal to be undertaken 2004 / 2005 Disposal as soon as practical after
removal DESCRIPTION OF THE WORK 1 Project & Interface Management One of the
major contractors may be appointed as ?managing contractor? or this scope
may be awarded to a suitable independent contractor with previous relevant
experience. Scope will include:- · Co-ordination of engineering · Management
& co-ordination of the individual contractors / parts of the work. 2 Removal
& Transportation of Subsea Equipment The subsea decommissioning of the
Cohasset Project will involve removal of the following equipment:

the subsea components have been designed and installed by laying on the
seafloor and holding in place with the concrete mattresses. The latest field
subsea survey indicates that all of the flowlines and the power cable, as
well as the associated mattresses, have some degree of burial throughout
their entire length. The Cohasset PLEM, which was installed in 1991, is
significantly buried, while the Panuke PLEM, installed in 1998, is less
buried. Scope to include a final sub sea survey 3 Disposal of Subsea
Equipment It is anticipated that the bid documents will require a single
fixed sum for the disposal of the assets. This sum to include all allowances
for scrap or resale value. Encana do not anticipate becoming involved in
piecemeal scrapping and disposal operations following transportation to the
disposal location. All recovered items and attached marine growth are to be
removed from the site for disposal. 4 Removal & Transportation of the
Cohasset & Panuke Platforms The Panuke platform is a monopod column braced
underwater with a tripod base. The platform is connected to the seafloor at
the 3 corners of the tripod by skirt piles. The Cohasset platform is a
typical four-legged jacket attached to the seafloor at the corners by skirt
piles. The anticipated scope of work for the Panuke platform removal
includes: · remove deck · remove soil plug, cut piles (60? OD x 1-3/4? WT)
below mudline and remove jacket · remove 5 conductor stubs (post jacket
removal) · remove 2 docking piles (post jacket removal) · transport to
disposal location · perform debris survey The anticipated scope of work for
the Cohasset platform removal includes: · cut 24? conductors below mudline
and remove · remove deck · remove pile soil plug, cut piles (72? OD x 3.5?
WT) below mudline and remove jacket · transport to disposal location

57 5 Disposal of the Cohasset & Panuke Platforms It is anticipated that

structural steel, marine growth, anodes, risers, j-tubes and caissons
· Conductors, conductor stubs and docking piles ? structural steel and
marine growth · Decks ? structural steel, piping, valves, cabling, blow-down
separators, crane and other miscellaneous equipment REQUIREMENTS Interested
parties should request a Prequalification Questionnaire by contacting Robert
Ruddock at the below address, and this must be completed and submitted by
the closing date for this EOI. The Prequalification Questionnaire will cover
the following: · A Company profile, contact details, managers and key
personnel. · If a JV or Consortium, details of the working arrangements and
the proposed allocation of work between the parties. · A summary of related
experience. · A detailed reference list of similar past projects · Evidence
to demonstrate relevant experience, capabilities and expertise · Details of
Quality Management System that meets the requirement of the ISO-9000 series
of Standards and Safety Management System(s). · A detailed HSE questionnaire
· Details of marine vessels, subcontractors, disposal facilities etc. · An
outline of the proposed method statement for each element of the work
Interested parties are notified that all work carried out on the Cohasset
Project Phase II Decommissioning Project shall comply fully with Canada-Nova
Scotia Offshore Petroleum Board Regulations. All materials and services must
be in compliance with the requirements of the relative regulatory agencies.
The Cohasset Project Phase II Decommissioning Project will select qualified
bidders using the responses to this EOI as a guide. Completed
Prequalification Questionnaires must be received on or before August 5th,
