EXPRESSION OF INTEREST (EOI)
SUPPLY OF 24" SUBSEA ISOLATION VALVE (SSIV)
BIDS Category: 5220 and 5222
Reference: EOI U-04-00
Issue Date: July 2, 2002
Closing Date: July 17, 2002
EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (DPP), a utilities
and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline,
of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.
EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design study for this project.
During this phase we are seeking qualified companies for the supply of a 24" Subsea Isolation Valve (SSIV), which will be installed near the Deep Panuke Production Platform, as part of the 24" Gas Export Pipeline (GEP). The 24" GEP system is
approximately 178 kilometres in length with a 3 km long onshore section and 175 offshore section.
The work includes the furnishing of all labor, materials, tools, equipment, and the performance of all operations and incidentals necessary for the fabrication, hydrotest, inspection, repairs, coating, han-dling, storing and shipping of the SSIV to the
nominated supply base in Nova Scotia.
An API 6D monogramed valve is required, and shall be manufactured, inspected, tested, and documented in accordance with DNV OS-F101, and shall meet the minimum requirements of API Spec 6D, ASME B16.34, and CSA Z662-99 where applicable.
The Supplier shall be responsible for the design of the SSIV for a 25-year design life in a sweet gas service, however due to unforseen circumstances sour service may be required during the life of the valve. The design of the check valve shall be
submitted to COMPANY with SUPPLIER's quotation.
The SSIV shall be 24" NPS ANSI 1500 class thru-conduit subsea swing check valve. All components of the valve shall be capable of operating at an external seawater pressure equivalent to a depth 1.5 times the nominal service depth of 40m and design
temperatures from 70º C to -2º C. The valves shall have this capability at any internal pressure from a vacuum up to the design pressure.
When the SSIV is configured in the locked open position, the clapper shall remain fully open for all design conditions (including bi-directional intelligent pigging). A shaft shall extend through the body of the SSIV valve and shall be adapted for remote
operated vehicle (ROV) operation from above valve. Valves shall have position indicator to show clapper position. The clapper shall be attached to permit free movement of the clapper from fully open to the fully closed position when the valve is
configured in the "operating" position.
The SSIV shall be equipped with a 2" buy-back line that is controlled by a remotely actuated ball valve. This actuated ball valve will be hydraulically controlled through a subsea umbilical from the Deep Panuke Production Platform.
A Supplier Prequalification Questionnaire must be submitted, including all data pertinent to your Scope of Supply, with your Expression of Interest. To obtain the Prequalification Questionnaire please contact BIDS Nova Scotia (see contact information
below).
Bidders do not necessarily have to express interest in the complete package. The package may be split.
Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and Safety Management System(s). Interested parties are also notified that all work carried out on the Deep
Panuke Project shall comply fully with Canada-Nova Scotia Offshore Petroleum Board Regulations. All equipment and materials must be in compliance with the requirements of the relative regulatory agencies. Respondents must indicate company name, contact
details, managers and key personnel, company profile, and summary of related experience as requested in the Supplier Prequalification Questionnaire. The Deep Panuke Project will select qualified bidders using the responses to this EOI as a guide.
Expressions of Interest must be received on or before July 17, 2002.
All inquires and Expression of Interest must be clearly marked with the EOI reference number and should be directed to: John Rasmussen Project Buyer Deep Panuke Project 7th Floor, Royal Centre 5161 George Street Halifax, NS B3J 1M7 Fax: 902-425-2766
