EnCana Corporation is proposing to develop its Deep Panuke gas prospect located offshore Nova Scotia, approximately 44 km to the West of Sable Island. The proposed development plan comprises three new platforms - a production platform (DPP), a utilities and quarters platform (UQP) and a wellhead platform (WHP) - with two interconnecting bridges linking them to each other. Up to 6 wells will provide production from the Deep Panuke development. Gas will be delivered to shore via one new export pipeline, of 24" NPS after processing offshore. The onshore landfall site for the export line will be in the Goldboro region.

EnCana Corporation has appointed Accent-Saipem Energy Joint Venture to provide the Engineering Design study for this project.

During this phase we are seeking qualified companies for the supply of Structural Passive Fire Protection (PFP) system for the Deep Panuke Offshore Gas Production Installation. The installation consists of three bridge-linked fixed platforms.

The PFP system shall be an epoxy-based Intumescent material to be applied over primed steel.

The Deep Panuke Project shall be protecting the required primary steel structural elements in accordance with the Nova Scotia Offshore Petroleum Installations Regulations (section 23), to withstand environmental, fire and blast conditions. It is currently envisaged that approximately 150 to 200 tonnes of PFP material will be required for the project. This quantity will be refined during detail engineering.

The PFP system shall be applied by an approved applicator as utilised by the fabricator of the structure to be protected. This package is for supply of materials only.

The package X-09-00 scope of supply shall include all materials required for application of PFP system to an approved primed steel structure, including but not limited to the following:
· Intumescent PFP Material
· Support Pins and Mesh (as required)
· Documentation
· Application Procedures
· Any special (proprietary) tools required for application
· Final testing and acceptance of the PFP

The following items are not included in the scope of this package:
· Steel primer paint system
· Application of the PFP

The PFP system shall be type-approved by Lloyd's Register (LR) or Det Norske Veritas (DNV) to suit various fire / blast / jet-fire ratings and combinations. The system shall be designed to withstand a minimum blast overpressure of 100 kPa combined with associated drag pressures, followed by a 30-minute Jet-Fire, and maintain its integrity to suit A60, H0, H60 AND H120 fire ratings as appropriate. These ratings are defined in the Installations Regulations, International Maritime Organisation SOLAS Ch II-2, and the Norwegian Petroleum Directorate Regulations.

Any materials being supplied shall be suitable for a 25-year platform design life and be suitable for use in a saline atmosphere, which additionally shall be subject to storm and wave conditions. The products shall have successfully been tested and satisfy the requirements of Norsok M-501 standard for Surface Preparation and Protective Coatings.

Potential bidders must demonstrate that they have successfully supplied passive fire protection for use on similar offshore structures in a hostile offshore marine environment similar to that of Deep Panuke platform shall be installed. This shall have been to either Eastern Canada or the UK / Norwegian North Sea sector.

Suppliers who are interested in bidding for the above are to provide a detailed reference list demonstrating their relevant experience, capabilities and expertise.

A Supplier Prequalification Questionnaire must be submitted, including all data pertinent to your Scope of Supply, with your Expression of Interest. To obtain the Prequalification Questionnaire please contact BIDS Nova Scotia (see contact information below).

IMPORTANT: All information requested in each section of the Prequalification Questionnaire must be submitted complete and signed by the appropriate responsible department manager of the supplier to be considered for inclusion on a bidder list. The Project will not follow up on incomplete submissions and, at its discretion, will reject any non-compliant EOI.

Bidders do not necessarily have to express interest in the complete package. The package may be split.

Interested parties are required to have an implemented Quality Management System that meets the requirement of the ISO-9000 series of Standards and a Safety Management System. Interested parties are also notified that all work carried out on the Deep Panuke Project shall comply fully with Canada-Nova Scotia Offshore Petroleum Board Regulations. Respondents must indicate company name, contact details, managers and key personnel, company profile, and summary of related experience as requested in the Supplier Prequalification Questionnaire. The Deep Panuke Project will select qualified bidders using the responses to the prequalification questionnaire as a guide. Expressions of Interest and the completed questionnaire must be received on or before February 12, 2003.
