Kerr-McGee Offshore Canada Ltd. (KMOCL) seeks qualified companies for the provision of Tubular (OCTG) Management Services for its deepwater Nova Scotia licenses, in preparation for its upcoming drilling project offshore Nova Scotia. The project, which is subject to regulatory approval, consists of one or more exploratory wells, with potential sidetracking opportunities and/or delineation drilling once the initial well is evaluated. Revisions are expected as plans mature. Kerr-McGee intends to evaluate synergies with other operators whose campaigns exhibit opportunities to benefit both the operators and local industry. The scope of work includes:

· Sourcing and/or tendering of materials from seamless tube manufacturer(s).
· Coordinate pipe threading.
· Coordinate delivery of OCTG to KMOCL specified destination(s).
· Coordinate inspection of OCTG prior to acceptance from mill.
· Preparation of tubulars prior to shipment offshore.
· Inventory control of OCTG.
· Source and/or tender for storage yard for tubulars.
· Coordinate tubular movements from storage yard to logistics base.
· Coordinate returned OCTG from drilling unit including preservation/maintenance and/or disposition of surplus if necessary.
· Offshore handling and thread make-up supervision where required.

All tubes, couplings and threads will be required to meet KMOCL qualification standards and specifications for high yield strength, corrosion/sulphide stress crack cracking resistance and thread sealability.

As a minimum, companies making an expression of interest will be required to provide information on the following:

· Summary of seamless tube manufacturers represented.
· Ability to negotiate with the manufacturers and represent KMOCL interests.
· Experience with tendering, contracting and managing third party services.
· Experience in supplying OCTG in an offshore environment.

Interested parties must have a health, safety, and environment management and quality management system which meets, at a minimum, all requirements of C-NSOPB and all other regulatory processes. Respondents must indicate company name, contact details, managers and key personnel, a brief company profile, a summary of related experience and ability to undertake the specified scope, and a summary of the organization's presence in Nova Scotia and Canada. Kerr-McGee will select qualified bidders from among the respondents to this EOI.

This EOI is a re-issue of same posted in October 2001. Responses to this EOI must not include brochures, handbooks or reports. Responses must be limited to one to three pages and be provided via e-mail or facsimile.
