Kerr-McGee Offshore Canada Ltd. (KMOCL) seeks qualified companies for the provision of an Environmental Assessment Report (EA Report) for deepwater Nova Scotia license EL 2398, in preparation for its proposed drilling program offshore Nova Scotia. The
project, which is subject to regulatory approval, will consist of one or more exploratory wells, with potential sidetracking and/or delineation drilling once the initial well is evaluated. The scope of the assessment will include a period of three to five
years.
The successful contractor must complete the following:
- Determine relevant issues and appropriate environmental and socio-economic components;
- Evaluate the potential effects of the project;
- Determine mitigation measures, including standard operating procedures and/or additional site-specific measures;
- Determine probabilities and potential effects from operational and accidental spills;
- Evaluate cumulative effects; and
- Evaluate the significance of residual effects.
It is expected that the EA Report will rely heavily on previous assessments of exploratory drilling projects completed for KMOCL, and the report "Environmental Assessment of Exploration Drilling off Nova Scotia" submitted to the CNSOPB. KMOCL will also
provide the successful contractor with site-specific met-ocean data for this license. The successful contractor will be required to submit to KMOCL an environmental assessment report with maps and illustrations for a submission to the CNSOPB. The
successful contractor will also be expected to participate in meetings with the CNSOPB and other interested departments, and in consultations with the fishery and other interested groups.
Although this environmental assessment will not trigger the Canadian Environmental Assessment Act, the final report must evaluate the factors to be considered under Sections 16(1) and 16(2) of the Act.
Interested parties must have a health, safety, and environment management and quality management system which meets, at a minimum, requirements of the CNSOPB and all other regulatory processes. Respondents must indicate company name, contact details,
managers and key personnel, a brief company profile, and summary of related experience. KMOCL will select qualified bidders from among the respondents to this EOI.
Responses to this EOI must not include brochures, handbooks or reports. Responses must be limited to one to three pages and be provided via e-mail or facsimile. Responses must be received by KMOCL no later than 1:00 P.M. on the specified closing date.
