Marathon Canada Limited (Marathon) seeks qualified companies for the provision of an environmental assessment (EA) for seismic activities relative to offshore Nova Scotia deepwater Exploration Licenses 2410 and 2411. The project, which is subject to final Marathon approval, is expected to be completed in the fourth quarter of 2002 in support of planned 3D seismic acquisition activity in 2003.

The EA will be prepared according to the guidelines of the Canada- Nova Scotia Offshore Petroleum Board (C-NSOPB). However, the final EA must also evaluate the factors to be considered under Section 16 (1) of the Canadian Environmental Assessment Act (Act). It is anticipated the EA will rely upon existing regional and area-specific information available from public sources, as well as site-specific and other technical information to be provided by Marathon. The successful contractor may also be expected to participate in consultations with the fishery and other interested groups.

Responses to this EOI must not include brochures, financial reports, safety handbooks, or similar documentation. Responses must be limited to one to three pages and be provided via e-mail or facsimile. Respondents must indicate company name, e-mail address, and other contact details, provide a brief company profile, and provide a summary listing of managers, key personnel, and related experience as well as information pertaining to the following:
- previous experience with EAs for seismic acquisition
- experience with offshore environmental assessments in Atlantic Canada
- experience with and knowledge of offshore activities in the deepwater Nova Scotia region
- familiarity with C-NSOPB environmental assessment requirements for seismic activity
- familiarity with the Canadian Environmental Assessment Act

In addition, Marathon may further expand the scope of this EA project to include other environmental assessments, as may be required in the completion of the project.

To the extent applicable, if non-resident in Canada, interested parties must become familiar with employment authorizations for foreign workers, Goods and Services Tax (GST) / Harmonized Sales Tax (HST), and non-resident withholding.

Marathon will select qualified bidders from among the respondents to this EOI. The successful bidder to any tender package that may be issued pursuant to this EOI will be required to provide benefits information in a timely manner in accordance with industry practice. The contract resulting from such tender will contain a right of assignment clause in order to facilitate shared services with other Operators. Marathon will endeavor to optimize efficiencies and operations, and subject to appropriate commercial arrangements, it may be the intent to share these services with other Operators active in the offshore.
