OVERVIEW
ExxonMobil Canada Properties (ExxonMobil), Hibernia Management and Development Company Ltd. (HMDC) & Imperial Oil Limited (IOL) are seeking qualified EPC contractors interested in providing Engineering, Procurement and Construction (EPC) services for
initially a 5-year period and with an option to renew for an additional term(s) at HMDC's, ExxonMobil's and IOL's sole discretion. Work will be in and offshore Newfoundland and Labrador and Nova Scotia. Projects currently contemplated in the scope of work
include, but are not limited to:
- Hibernia Project
- Sable Offshore Energy Project
- ExxonMobil's offshore seismic and exploration and development programs offshore Nova Scotia, including the Sable Basin Exploration & Appraisal Drilling Program.
- Imperial Oil Resources Ventures Limited Deepwater Exploration & Appraisal Drilling Program
Potential EPC Contractors will have the option of bidding on the scope of work particular to Newfoundland and Labrador operations, the scope of work particular to Nova Scotia's operations, or both. In order to support individual requirements potential EPC
Contractors must have an office in the location(s) they are interested in, e.g. St. John's, Newfoundland and Labrador, Halifax, Nova Scotia or both.
TECHNICAL REQUIREMENTS:
The EPC Contractor must be qualified to conduct the work outlined in the Scope of Work. All work conducted must be in compliance with ExxonMobil Safe Work Practices and procedures.
EPC Contractors interested in pre-qualifying to bid on Work should submit their corporate resumes indicating relevant experience (both onshore and offshore), capability and expertise with providing Engineering, Procurement and Construction services prior
to the closing date indicated above and in accordance with format and submission requirements outlined below.
EPC Contractors must be able to demonstrate that they have previously delivered these services in similar hydrocarbon environments.
HMDC, ExxonMobil and IOL reserve the right to make the final determination of which EPC Contractors qualify to bid on Work.
SCOPE OF WORK
The scope of work includes, but is not limited to:
Engineering:
- Front-end engineering study and preliminary/conceptual/detail engineering design services for onshore and offshore oil and gas facility modifications.
- Provision of multi-disciplined technical and engineering staff to support HMDC's, ExxonMobil's, and IOL's Facility Engineering Group.
- Project cost estimating, planning and scheduling services
- Ad-hoc drafting services
- Project management services
- Development of work packs for the execution of site modifications
Procurement:
- Procurement, expediting, fabrication and other third party services to support modification projects
- Materials receiving, controls and handling logistics for material/equipment associated with modification projects
- Provision of limited short term storage facility to support material receiving operations in readiness to transport to site.
Construction:
- Supply of onshore and offshore construction and supervision personnel for the implementation and commissioning of modification projects
- Supply of ad-hoc onshore and offshore construction personnel to assist in miscellaneous maintenance projects as defined by operator
- Provision of equipment and small tools to execute the construction work scope
A comprehensive profile of Contractor's resources and experience relative to the identified contract scope in the Oil & Gas Industry should accompany Contractor's response.
All personnel must be competent, skilled and in possession of appropriate qualifications and certifications including, where necessary, WHMIS and Basic Survival Training for the work.
