General Requirements:
ExxonMobil Canada Properties (ExxonMobil) is seeking qualified contractors interested in providing Laboratory and Testing services for their onshore and/or offshore Nova Scotia facilities. Projects currently contemplated in the scope of work include, but
is not limited to:
· ExxonMobil's offshore seismic and exploration and development programs offshore Nova Scotia, including the Sable Basin Exploration & Appraisal Drilling Program.
· Sable Offshore Energy Project
· Imperial Oil Resources Ventures Limited Deepwater Exploration & Appraisal Drilling Program
Work locations may include offshore platforms, onshore operations, offshore drilling rigs and vessels.
Onshore Specific Requirements
· Sampling and testing Propane, Butane and Condensate for quality certification under the appropriate codes at the Point Tupper facility.
· Ability to do specialized sampling and analysis on an “as needed” basis for H2S, COS, MEG etc.
· Gas Chromatography for compositional analysis when required for gas and liquid streams.
· Knowledge of API standards, and ability to prove compliance to these standards.
Offshore Specific Requirements
· The Contractor shall identify and supply personnel to fill offshore based positions primarily associated with the laboratory testing of hydrocarbon product streams, overboard water discharges and glycol solvent systems. Service is required seven
(7) days per week on a twelve- (12) hour basis. The incumbent technician is also required to be available for emergency call out at all times (twenty-four hours per day) while working offshore. Though this has proved to be very rare.
· Offshore tour of duty is based on a 14-day offshore cycle.
· Although the regular offshore installation workforce needed for operations is generally stable, the Contractor shall be able to demonstrate flexibility in services delivery to fluctuating workforce numbers and POB (People on Board) required during
offshore activities. There will be occasions when laboratory technician support will be required in addition to the residency.
· Work locations may include all of the offshore platforms, all the onshore facilities, including the Dartmouth Shore base, and (if required) vessels.
Technical Requirements:
The contractor must be qualified to conduct the work outlined in the Scope of Work. All work conducted must be in compliance with ExxonMobil Safe Work Practices and Procedures and Procedures.
Personnel destined for offshore will require Basic 5 day Survival Training, WHMIS and CNSOPB Offshore Awareness Training as a pre-requisite to offshore access.
Scope of Work
· Successful bidder will be able to pick up Propane and Butane samples from the Point Tupper facility, analyze, and supply results within 1.5 hours of the request during “daytime” hours. Typical daytime hours are between 7:00 AM and 3:00
PM.
· Have the appropriate knowledge and skills to certify Propane, Butane and Condensate as per latest ASTM standards.
· Knowledge of API standards, and ability to prove auditable compliance to these standards.
· Act as a third party quality control checkpoint for ExxonMobils’ own certification processes.
· Do API quality tank gaugings of the Condensate tanks in the Statia facility, as well as ship tank gaugings.
· The Offshore Operation is one that relies heavily on a team approach to accommodate the many diverse tasks. As such, the incumbent technician needs to be prepared to act in a variety of roles outside of the normal laboratory sampling and analysis.
This includes:
· Helicopter landing team member,
· Member of the Emergency Response Team
· Performing ones own gas tests
· Ownership of all laboratory procedures and re-ordering of stock reagents
· Liaison with onshore based engineers of projects and field tests
· In cases where these extra duties are considered outside the sphere of expertise, recognized on-site training will be given by the Owner (heli-team, gas testing, Fall Arrest etc).
