ExxonMobil Canada Properties (EMCP) is soliciting interest from contractors (and contractor consortiums) to supply the scope of services described for the Sable Tier 2 Compression Project.
Companies interested in pre-qualifying to bid on this package should submit their corporate resumes indicating relevant experience and expertise with similar work, by completing the pre-qualification questionnaire referenced below, prior to the closing
date. EMCP reserves the right to make the final determination of which firms will qualify to bid on the project.
Scope of Supply:
EMCP seeks qualified contractors and contractor consortia interested in providing engineering, procurement and onshore construction (EPC) for all materials and equipment required offshore for the 'Compression Cut-ins' scope on the Thebaud platform. All of
the work scope to be onshore with exception of surveys of the Thebaud process platform 'cut-in' scope and 'as builts'. All materials/ equipment shall be delivered to the EMCP shore base in Dartmouth. EPC contractor to provide full documentation of as
built condition on completion of the offshore installation completed by others (Operations contractor(s)).
Equipment to be supplied must be in conformance with applicable Canadian and Nova Scotia standards, codes and regulations. ISO 9001 2000 certification is required.
Description
· The Compression platform, now in the initial design stage, is scheduled for installation offshore Nova Scotia in 2Q06. The Compression platform will have installed gas turbine compressor capacity of approximately 50,000 bhp, complete with ancillary
cooling systems, power generation, and utility systems.
· The Compression platform will be bridge linked to the existing Thebaud process platform complex. Tie-in of compression systems to the existing Thebaud platform will be designed and executed to minimize impact on production operations.
· To facilitate the final connection from the Compression platform to existing Thebaud systems, it will be required to complete cut-in modifications on the Thebaud process platform prior to the arrival of the Compression platform.
§ Cut-in modifications are defined as the work required to join the existing Thebaud services with appropriate valving and flanging tie-in points to enable future connection of remaining piping to the battery limit at the bridge landing. The Work
scope includes EPC and testing of the piping systems (inclusive of any valves, supports, penetrations, instrumentation, heat tracing and insulation) between the "cut-in" point at the existing system and the "tie-in" point.
§ Emphasis is placed on minimizing offshore work by maximizing onshore pre-fabrication and testing of piping spools, etc. The cut-in materials and equipment will be installed offshore by others, starting as early as possible, potentially in 2Q04.
Option to Increase Scope of Supply
Potential bidders are advised that the Sable Tier 2 Development Plan includes additional work scope where execution synergies may exist. Owner may consider an option to extend the Compression cut in work scope to include additional Tier 2 platform
requirements as applicable. The scope and compensation schemes for such additional work, if applicable, would be subject to negotiations. Bidders shall take this into consideration when preparing expressions of interest and in preparation for submission
of proposals.
Schedule for Delivery
Bidding is planned for 4Q03 with award in 1Q04 and delivery starting as early as 2Q04 .
