ExxonMobil Canada Properties, a partnership ("EMCP") has appointed Kvaerner SNC-Lavalin Offshore ("KSLO") as their Engineering, Procurement and Project Management Contractor for the Sable Tier II Project.

Companies interested in pre-qualifying to bid on project work should submit corporate resumes indicating relevant experience, capability and expertise with similar projects prior to the closing date indicated above. KSLO reserves the right to make the final determination of which firms qualify to bid.

Contractor / Vendor shall note that the Owner may not have received project sanction at the time of Request for Proposal, however, it is the Owner's intention that project sanction and subsequent funding will be obtained for the scope of work outlined in the Job Specification within the proposal validity period requested therein.

KSLO now seeks qualified contractors interested in providing the following:

Scope of Supply:
Installation of South Venture Pipeline - Installation & Commissioning (IC)
· Contractor shall install and protect a Carbon Steel 12" pipeline from South Venture platform to a hot-tap assembly, which will tie-in to the existing 18" Venture to Thebaud pipeline. The 12" pipeline will be accompanied by a 3" MEG piggyback pipeline, which will tie-in (mechanically or otherwise) to an existing 3" MEG pipeline piggyback on the existing 18" pipeline. The water depth in this area is approximately 24m.
· On-bottom stability and protection will be provided by mattresses or a combination of trenching & mattresses.
· The Contractor may consider various installation techniques (such as multiple spool pieces, S-Lay, tow, reel lay, etc) due to the short length of the pipeline (approx 450m)
· Contractor will perform subsea spool piece tie-ins at the platform and hot-tap assembly tie-in locations.
· Contractor will perform all pigging and hydrotesting operations associated with pre-commissioning.
· Contractor shall transport all materials to site from a designated shore base.
· Contractor shall supply all diving services and vessels required for the work.
· For this aspect of the work the Contractor is responsible for the design and procurement of the following:
· Piggyback blocks and straps
· Concrete Mattresses
· Temporary items
· Optional materials, such as misalignment flanges, which the installation contractor feels are necessary to aid installation.

Note: Contractor also has the option to procure all permanent materials associated with EA-I002 (including materials originally intended to be procured by KSLO - i.e. Coated Linepipe, Flanges, Fittings, Coated Bends and Ball Valves).

Supply & Installation of 18" x 12" Hot-tap assembly and 3" MEG Mechanical Tie-in - Engineering, Procurement, Installation & Commissioning (EPIC)

· The tie-in location is situated in 24m water depth and the existing pipelines are buried approximately 1.9m below the seabed.
· Contractor will perform the necessary engineering required for the tie-in design, which will comply with the relevant codes and standards.
· Contractor will tie-in to the 18" and 3" pipelines via a mechanical Hot-tap assembly for the 12" pipeline and a mechanical tie-in for the 3" pipeline, respectively. All work, such as excavation, diving, preparation of existing pipe and vessels, associated with the tie-ins are to be the responsibility of the Contractor.
· The tie-in will be protected by burial or protection structures with access for ROV intervention.
· Contractor will design and procure all materials (temporary and permanent) related to the 18" x 12" hot-tap assembly and 3" mechanical tie-in.
· Contractor shall demonstrate through tests the proposed method of concrete and coating removal prior to Tie-in.
· Contractor will be required to interface with regulatory authorities regarding the Hot-tap assembly design, procurement, and installation activities.
· Potential bidders shall detail previous experience providing equipment, materials, engineering and installation services for similar subsea tie-in projects.

Option to Increase Scope of Supply
Contractor/Vendor shall take into consideration the additional Sable Tier II requirements when preparing the submission for the above scope and the Owner's intent to retain the option to extend the current scope to future platforms where applicable.

Schedule for Delivery
Bidding is planned for the 1st quarter 2003 with delivery required in the 2nd Quarter 2004.

Experience
Potential bidders must demonstrate that they have previously provided equipment, materials, engineering and installation services for similar subsea tie-in projects located in an analogous environment.

Demonstrate experience with pipeline tie-ins, hot taps, mattress installations (include others brief descriptions of work) for offshore projects in harsh environmental conditions such as the North Atlantic and North Sea.

Demonstrate experience conducting diving operations and subsea support operations in a regulatory regime such as Canada and the North Sea countries, including Norway.
