ExxonMobil Canada Properties (EMCP) has appointed Irving Shipbuilding Inc. (ISI) as their South Venture Topsides Fabrication Contractor for the SABLE TIER 2 PROJECT.
ISI seeks qualified Companies capable of providing electrical, instrumentation and telecommunication installation and testing services described in the Scope of Work below.
Expressions of interest must be submitted prior to the closing date indicated above. Irving Shipbuilding Inc. reserves the right to make the final determination of which firms qualify to bid.
Submissions including a completed Vendor Prequalification (Supplier Capability) Questionnaire are to be in the following format (provided in a 3-ring binder with separate sections): 1. Introductory Letter 2. Table of Contents 3. Legal Structure of Vendor:
a) Year Established b) Corporation, Partnership, Registered, Sole Proprietor or Other (if Other, please define): indicate which one c) Names and Titles of Officers, Partners or Principal 4. Financial References: a) Bank Name, Location, Contact Person(s),
Phone, Fax, E-mail b) Bonding Company Name, Location, Contact Person(s), Phone, Fax, E-mail c) Bonding Capacity 5. Litigation / Claims: a) Legal Actions initiated or defended in the past Five (5) Years, value, brief description of action, current status
b) Claims (>$100,000 Cdn) initiated or defended in the past Five (5) Years, value, brief description of claim, current status 6. Corporate Management: a) Corporate Statements re: Mission, Safety Policy, Environmental Policy and Quality Policy b)
Organization and Personnel: i. Organizational Charts (2) - one showing corporate structure, the other a chart specific to this project, including a fulltime onsite project manager ii. Names, titles, duties and job descriptions for key personnel (onsite
project manager, technical supervisors, quality control, SHE). Job descriptions shall state the experience, licenses, certifications and training/refresher courses as applicable for each position 7. Technical Capabilities: a) Personnel Qualifications:
list of mandatory training courses provided by Vendor to project management and work site employees; method(s) of monitoring project management on site employee proficiency b) Technical Resources: list of technical societies, trade bodies, or other
industry groups with which the Vendor is associated; list of current technical standards and publications maintained in company library 8. Equipment, Facilities and Experience - List of relevant current and recently completed projects that includes, for
each: a) Client name, address, and principal contact b) Brief description of work performed, c) Principal equipment used d) Types and number of onsite personnel employed e) List of vendor-owned or leased equipment utilized f) Brief description of
maintenance and repair procedures utilized for g) equipment. 9. Quality - submit completed pre-qualification/questionnaire form as referenced above 10. 10. SHE - submit completed pre-qualification/ questionnaire form as referenced above along with
Letters of Good Standing from WCB and NSCSA (or equivalent) for each Company) 11. Corporate Brochures 12. Other relevant information of Vendor's choosing ("Optional")
Scope of Work:
Includes but is not limited to the supply, installation and testing of materials/equipment in accordance with the following Specifications:
- EA-P00-E-15-0002 (Electrical Installation and Testing),
- TB-JOO-15-0006 (Instrument Installation and Testing), and
- TB-H00-T-15-0001 (Telecommunications Installation and Testing)
Interested companies must be capable of providing the entire Scope of Work (any proposed subcontractors will require approval by ISI at the RFP stage).
Electrical Installation and Testing includes:
- Installation of all electrical equipment and material including receipt of equipment and materials, inspection, installation, testing, Mechanical Completion (MC) and related construction tasks.
- Procurement and supply of specified electrical equipment which is not identified as being free-issued by ISI (such as nameplates, mounting brackets, cable ties, etc.).
- Installation and testing only of ISI-provided material and equipment, as generally shown below: = All tagged electrical equipment including switchboards, MCCs, power and lighting distribution panels, distribution transformers, UPS and related battery
equipment, Navigation aids and related battery equipment and electric heat tracing control panels. = Cables for electrical, instruments and telecoms services = Cable supports for electrical, instruments and telecoms services = Cable glands = Cable
transits = Interior and exterior lighting fixtures = Electric heat tracing cables and associated equipment = Miscellaneous electrical equipment as follows: motor local control stations, power receptacles and accessories, static discharge reels and
junction boxes = Field cabling and cable support (field junction box to device)
Instrument Installation and Testing includes:
- Provision and installation of: = Instrument stands/supports, Fire and Gas items, junction boxes, panels and instrument enclosures = cable and core identification markers, cable clips and clamps = termination material including ground fittings, lugs,
ferrules, crimps, bosses, fasteners, ground tags, weatherproofing tape and ingress protection (IP) washers = tubing supports, U-bolts, insuloid clips and fixing clips = instrument stainless steel labels and approved nameplates as indicated on design
drawings
- Installation and testing only of the following items, which are to be supplied free-issue by ISI: = all tagged instruments, equipment and panels = instrument hydraulic tubing, process tubing and clamps = valve isolation manifolds, compression fittings,
pipe fittings and adapters = weatherproof enclosures complete with valve manifolds = junction boxes and terminal blocks = cables = cable glands = cable tray = cable transit frames and infill blocks
- All items, fixing, consumables etc. not deemed as ISI free-issue shall be designed as necessary, specified, supplied, installed and tested in accordance with relevant specification(s)
Telecommunications Installation and Testing Includes:
- Provision of: = supports for telecommunications devices (e.g. telephone booths, speakers, visual alarms, antennas), junction boxes, panels and enclosures. = Cable and core identification markers, cable clips and crimps. = Termination bulk material
including ground fittings, lugs, ferrules, crimps, bosses, fasteners,, ground tags, weatherproofing tape and ingress protection washers. = All test and workshop equipment necessary to complete and perform the tests outlines to achieve mechanical
completion status. = All items, fixing, consumables, etc. not supplied free-issue by EMCP = All materials necessary to complete the installation and hook-up offshore
- Installation of: = Telecommunication cables = Equipment racks = Microwave Antenna Systems and Microwave Radio Antennas = PA & Alarm Systems = Telephone/LAN Systems = Non-Directional Beacon (NDB) and Radar Beacon (RACON) = Meteorological System
- Inspection and testing as laid out in the applicable specification
Schedule for Delivery Bidding is planned for late April 2003 with anticipated contract award early May 2003.
Experience and Qualifications
Potential bidders must:
- demonstrate that they have previously provided electrical, instrumentation and telecommunications supply, installation and testing services for an offshore platform located in an analogous environment.
- demonstrate that they can meet the applicable Government Statutory Regulations, Industry Standards, and Project Specifications as detailed in Specification TB-JOO-J-15-0006, TB-H00-T-15-0001, and EA-P00-E-0002
- maintain a Quality Management system that meets the requirements of ISO 9001:2000, and a material traceability system in compliance with specifications and approved procedures. Workmanship Quality Assurance program in accordance with ISO-9002, 1994
and ISO-9001, 2000.
