Tender Notice No. NSO-014 - Well Testing Supervisor

Shell Canada Limited seeks qualified companies/individuals interested in providing Wellsite Testing Supervision Support Services to Shell's Nova Scotia Onondaga Project. The Project will consist of a single high temperature high pressure exploration well. The services will be required to commence on 1st February 2002 for a 2 to 3 month duration. Work will be performed in Shell's Halifax office and at the Onondaga wellsite onboard the Galaxy II drilling unit.

Wellsite Testing Supervision Support Services will consist of, but not be limited to, provision of expertise relating to proficient execution of wellsite testing operations for Shell's offshore Onondaga exploration well. Specific activities for the role of the Well Testing Supervisor will be as follows:
- Supervise wellsite activities, inclusive of but not limited to:
- Following the highest standards pertaining to offshore oil field practices, government regulations and all Shell Canada Limited's instructions and procedures;
- Maintaining a constant vigilance to avoid safety hazards by promoting "Safety" as a "Number 1" priority;
- Ensuring that all of Shell Canada Limited's procedures for completions, testing and logistics are carried out by subcontractors or employees; and
- Being familiar with Shell Canada Limited's contracts and supervision of the operations in accordance with the terms thereof.
- Schedule material deliveries and services for proficient and timely operations.
- Coordinate QA/QC activities on all testing and completions equipment and tools
- Coordinate field requirements with Shell Canada Limited's procurement personnel.
- Maintain an up-to-date cost control at the wellsite.
- Keep Shell Canada Limited's Drilling Manager - Frontier Exploration and Production informed on all operations and contract personnel matters.

The minimum qualifications of the Wellsite Testing Supervisor are as follows:
- Minimum of 15 years established work experience in petroleum operations engineering which includes HPHT design, HPHT QA procedures, well construction activities, well completions, well interventions and well workovers.
- The experience must be either in the capacity of a Completions Engineer or a a Wellsite Testing Supervisor;
- Experience with well testing, subsea completions, mult-lateral and HPHT construction operations are strongly recommended;
- Work will be performed in Shell's Halifax office and at the Onondaga wellsite, therefore, all required safety training must be already achieved; and
- Completed training courses must include a combination of well completions, well supervisory roles, well control, QA/QC processes and other evidence of being competent in HPHT operations.

Due to time constraints, this is a combined expression of interest and request for proposal. Therefore, as a minimum, interested companies/individuals with be required to provide information as follows:
1. demonstrated capability and experience in planning, coordination QA/QC activities and supervision of high pressure high temperature testing operations;
2. current certification and training records;
3. previous related work experience;
4. location of your organization and general corporate information;
5. listing of proposed personnel complete with resumes; and
6. Fee schedule inclusive of, but not limited to:
- Per diem rate in Canadian Dollars for all hours worked in a calendar day;
- Holiday or weekend premium for all hours worked shall be included in the per diem;
- Travel expenses; and
- Miscellaneous expenses (provide itemized detail).
