ExxonMobil Canada Properties (EMCP) has appointed Irving Shipbuilding Inc. (ISI) as the South Venture Topsides Fabrication Contractor for the SABLE TIER 2 PROJECT.
ISI seeks qualified Companies capable of providing insulation materials and installation services described in the Scope of Work below.
Expressions of interests must be submitted prior to the closing date indicated above. Irving Shipbuilding Inc. reserves the right to make the final determination of which firms qualify to bid. Submissions including a completed Vendor Pre-qualification /
Registration Questionnaire are to be in the following format (provided in a 3-ring binder with separate sections):
1. Introductory Letter
2. Table of Contents
3. Legal Structure of Vendor:
a. Year Established
b. Corporation, Partnership, Registered, Sole Proprietor or Other (if Other, please define): indicate which one
c. Names and Titles of Officers, Partners or Principal
4. Financial References:
a. Bank Name, Location, Contact Person(s), Phone, Fax, E-mail
b. Bonding Company Name, Location, Contact Person(s), Phone, Fax, E-mail
c. Bonding Capacity
5. Annual Value (Billed Volume) of Construction Work for each of the past Three (3) Years
6. Litigation / Claims:
a. Legal Actions initiated or defended in the past Five (5) Years, value, brief description of action, current status
b. Claims (>$100,000 Cdn) initiated or defended in the past Five (5) Years, value, brief description of claim, current status
7. Corporate Management:
a. Corporate Statements re: Mission, Safety Policy, Environmental Policy and Quality Policy
b. Organization and Personnel:
i. Organizational Charts (2) - one showing corporate structure, the other a chart specific to this project
ii. Names, titles, duties and job descriptions for key personnel (onsite supervisor, management, technical, quality control, SHE). Job descriptions shall state the experience, licenses, certifications and training/refresher courses as applicable for each
position
c. Administrative and Management Procedures:
i. Brief description of Vendor's method of financial record keeping.
ii. Procedures used for contract: cost estimating, scheduling, and cost and productivity control
iii. Sample estimate, schedule, cost and productivity report forms
8. Technical Capabilities:
i. Personnel Qualifications: list of mandatory training courses provided by Vendor to project management and work site employees; method(s) of monitoring project management on site employee proficiency
ii. Technical Resources: list of technical societies, trade bodies, or other industry groups with which the Vendor is associated; list of current technical standards and publications maintained in company library
iii. Equipment, Facilities and Experience:
· List of relevant current and recently completed projects that includes, for each:
a. Client name, address, and principal contact
b. Brief description of work performed,
c. Materials applied
d. Principal equipment used
e. Types and number of onsite personnel employed
f. List of vendor-owned or leased equipment utilized
g. Brief description of maintenance and repair procedures utilized for equipment.
9. Quality - submit completed pre-qualification/questionnaire form as referenced above
10. SHE - submit completed pre-qualification/questionnaire form as referenced above along with Letters of Good Standing from WCB and NSCSA (or equivalent) for each Company)
11. Corporate Brochures
12. Other relevant information of Vendor's choosing ("Optional")
Note: If Vendor will be a newly formed Joint Venture, the above information shall be submitted for each of the Joint Venture member companies. All currency values provided by Vendor shall be converted to and expressed in Canadian dollars. Vendor's
submission shall, as a minimum, be in English.
Scope of Work:
Includes but is not limited to:
· Materials supply, detailed design, installation and inspection and testing of all types of insulation, including adhesives, sealant, thermal breaks, vapor barriers and stops, cladding/jacketing, fasteners, reflective coatings supports,
expansion/contraction joints, all removable sections and insulation of electric heat traced lines. The extent of work and placement limits on the insulation shall be further defined in the RFP document
· Supply and installation of insulation at the South Venture Topsides Fabrication Work Site throughout the construction activities, under the direction of Construction Manager and in accordance with Specification TA-A00-Y-15-0003, Rev.1, dated 7 July
2002
· Provide all labour, supervision, tools, equipment, materials and services required to complete all Work identified above
Scope does not include the provision of scaffolding. An estimate of need for scaffolding will be required at the bid stage and close cooperation with scaffolding contractor will be essential.
Schedule for Delivery
Bidding is planned for Mid April 2003 with contract award anticipated for Late-April 2003.
Experience and Qualifications
In their submissions, EOI respondents must:
· demonstrate that they have previously supplied similar products and services for installation/application on an offshore platform located in an analogous environment;
· be able to demonstrate strong on-time delivery performance or ability to consistently meet schedule requirements;
· propose a single point of contact with ISI for Scope of Work;
· maintain a Quality Management System that meets the requirements of ISO 9002, and a material traceability system in compliance with specifications and approved procedures; and
· employ inspection required to manage quality control of materials and installation services.
