Sable Offshore Energy Project (SOEP) is requesting expressions of
interest from companies capable of supplying the materials and/or
equipment described below. Companies interested in prequalifying to bid
on this package should submit their corporate resumes indicating
relevant experience and expertise with similar products to the following
address prior to the closing date indicated above. SOEP reserves the
right to make the final determination of which firms will qualify to bid
on the Project.

Purpose:

The purpose of this subcontract is to supply a qualified workforce to
execute the Offshore Hookup and support Commissioning [HUC] of the
Thebaud Process, Thebaud Wellhead, Venture and North Triumph platforms.
1. Overview
Within the Sable Offshore Energy Project, the Ready for
Operation [RFO] Team is responsible to prepare the offshore facilities
for targeted gas production in late 1999. The offshore workscope will
consist of hookup and reinstatement of the four platform topsides
including the interconnecting bridge between the two Thebaud platforms.
Support for offshore commissioning will consist of the reinstatement and
startup of systems previously commissioned onshore. The HUC
subcontractor will report to the Integrated Offshore Management Team
[IOMT].
2. Schedule
The HUC subcontractor will be expected to provide key
supervision personnel in December 1998 to assist in planning and
preparation for the offshore work which is projected to commence in
August 1999 with the arrival of the offshore accommodation vessel
[Flotel] in the field. The projected duration of the offshore HUC is
six to eight weeks.
3. Scope of Work
The HUC subcontractor will provide qualified labour,
supervision, tools, equipment, consumables, as well as support staff
and services to execute the following work offshore:
* Structural welding
* Electrical installation and commissioning assistance
* Instrumentation installation and commissioning assistance
* Piping installation hydrotesting, flushing and commissioning
assistance
* Mechanical installation and commissioning assistance
* Insulation reinstatement
* Painting and coatings repair
* Supply base materials management
* Scaffolding
* NDT
* Quality Assurance and Control
* Safety management of the offshore workforce
4. Prequalification Questionnaire
When submitting expressions of interest, please include the
following:
4.1. Corporate Information for potential bidder and any
parent or joint venture companies including:
* Address, phone and fax number of the office from which the work
will be executed
* Date and Country of incorporation
* Corporate Ownership
* 5 year history of revenue
4.2. List HUC Experience in Canada and/or abroad. Please
provide references. Where in your past HUC experience were there major
risks to schedule, cost and quality targets and where specifically could
your company add value to help manage or reduce these risks.
4.3. Describe available facilities, resources and how you
intend to manage:
* fabrication
* logistics
* tools and equipment
* in-house training
* welder qualification
4.4. Safety and Accident Statistics for the past 3 years as
well as current Workers Compensation statistics. Provide a copy of your
current HSE manual and policies. Please also include any certifications
and/or commendations or other initiatives that contribute to HSE.
4.5. Provide Details of continuous improvement programs. Do
you currently measure the productivity of your employees? Give examples
of benchmarks used.
4.6. List Quality Assurance and Quality Control
Certifications.
4.7. Source of staff and labour resources including union
affiliations and/or proposed subcontracts. Please elaborate on how your
organization copes with variations in workload, i.e. where do additional
resources come from?
