The Sable Offshore Energy Project (SOEP) through its Alliance Partner
Allseas Canada Limited (ACAN) is requesting expressions of interest from
companies capable supplying pipeline flooding services. Companies
interested in pre-qualifying to bid on these work packages must submit
their corporate resumes, indicating amongst others expertise, QA and
HS&E management system description, and relevant experience, prior to
the closing date indicated above. SOEP and ACAN reserve the right to
make the final determination of which firms will qualify to bid on the
project.

GENERAL

All gas that is collected through interfield gas pipelines will be sent
to the Goldboro gas processing plant through the 26-inch gas gathering
gas line. After the installation of this pipeline by the lay vessel,
there will be a requirement for flooding of this 26-inch line before
subsequent trenching and testing can proceed.

The 26-inch pipeline must be filled with seawater and preservation
chemicals to prevent interior corrosion of the pipeline. Access to the
26-inch pipeline for flooding exercises will be available at the
landfall. The 26-inch pipeline will be approximately 200 km in length
and will start at ground level in Goldboro, reaching a maximum subsea
depth of 130 metres and terminating at the Thebaud platform in
approximately 30 metres of water. Design of the laydown head at the
Thebaud platform will allow flooding of the 26-inch line without
offshore coordination activities.

As seawater is being added to the lines several different liquid
chemicals will also be simultaneously added to preserve the pipelines
from the deteriorating effects of seawater. Liquid chemicals that will
be required are: a corrosion inhibitor, an oxygen scavenger,
dye(fluorescent), and biocide.

The company that is awarded this work will be responsible for supplying
all consumables, manpower, management, equipment, services, and all
associated costs to insure timely flooding of the 26-inch pipeline.
Company may also be responsible for the supply of liquid chemicals, and
quantity design for the flooding of the gathering line.


SCOPE OF SERVICES

The company's scope of work will Include the following:

1. Flooding of the 26-inch gathering pipeline with seawater from
the landfall in Goldboro. This pipeline is approximately 200km in
length.


Optional

2.1 Supply the following liquid chemicals to be added to Sea Water
during flooding: 1. Corrosion Inhibitor 2. Oxygen Scavenger 3.
Fluorescent Dye 4. Biocide
2.2 Engineer the quantities and concentrations of each chemical
required to insure stability and protection for a period of six
months. The company will design, provide, and inject all
chemicals


The preliminary schedule for flooding of the 26-inch gas gathering line
is as follows:
