The Sable Offshore Energy Project (SOEP) is requesting expressions of
interest from companies capable of supplying the labour, equipment and
materials to execute the work package described below. Companies
interested in pre-qualifying to bid on this work package should submit
their corporate resumes indicating relevant experience and expertise
with similar projects to the following address prior to the closing date
indicated above. SOEP reserves the right to make the final
determination of which firms will qualify to bid on the Project.

The corporate resumes must include the following information:
1. legal structure of firm
2. financial references
3. HS&E program
4. HS&E records for the last five (5) years
5. Quality program
6. information on both labour relations and union affiliation
7. key personnel proposed for this project
8. list of similar projects over the last five (5) years
9. reference list for previous work
10. current construction workload

Purpose:

BBA, a Joint Venture (Construction Manager), wishes to identify Pipeline
Contractors with experience in this type of work, who are able to carry
out the complete installation of the 26" Gatherling Line from the
offshore to the Goldboro Gas Plant, as well as the 8" NGL and the 8" NG
pipelines which run between the Goldboro Gas Plant and the Point Tupper
Fractionation Plant. Affiliation with the Pipe Line Contractors
Association of Canada is an asset.

Description of the Work:

The work under this contract shall be performed in accordance with CSA
Z662-96, the National Energy Board onshore pipeline regulations, Nova
Scotia Pipeline Regulations and standard industry practice. In the
event of conflicting regulations, the more stringent shall apply.

The work shall include all labour, equipment and materials necessary to
accomplish the following tasks:

1. Grubbing, trenching, rock excavation, backfilling, as specified
for the complete installation of the 26" Gathering Line from the
offshore pipeline landfall point at Goldboro to the Gas Plant, the 8"
Natural Gas Lateral (NG) and the 8" Natural Gas Liquids (NGL) line from
the Gas Plant to the termination point at the Fractionation Plant at
Point Tupper, Nova Scotia.
2. CONSTRUCTION MANAGER shall supply the 8" pipe at two (2)
stockpile locations; the Gas Plant site at Goldboro and the Landfill
site along Route 16. It will be CONTRACTOR'S responsibility to obtain,
inspect, load-out and transport the pipe from the stockpile sites to the
pipe stringing areas along the right-of-way (ROW).
3. Stockpiling and stringing the pipe along the ROW in preparation
for assembly and installation of the pipelines into the trench.
4. The installation of fencing as required for the protection of
the public, animals, trees and for the installations detailed on the
drawings. All temporary and permanent erosion and sediment control
measures necessary to prevent run-off from leaving the work areas and
causing damage to the environment.
5. Carrying out the complete assembly of the pipe strings by
welding the pipe sections together, testing of the welds and applying
and testing the field joint corrosion protection. The work also
involves bending the pipe as required and as specified to suit the
conditions encountered as well as the assembly of various fabrications
required where detailed on the drawings.
6. Hydrostatic testing and internal caliper geometry and
deformation survey of the pipe strings (sizing plates or gauge ring pigs
are unacceptable) prior to backfilling the trench.
7. Installation of the prefabricated pipe sections in the trench.
The installation of the pipelines will include crossing Public and
secondary roads, crossing rivers and brooks as well as wetlands,
crossing beneath utility lines and crossing an existing pipe rack (by
directional drilling method) on the Statia Terminal property in Point
Tupper, Nova Scotia. The work also involves connecting to the pipelines
(installed by others under the Strait of Canso Crossing contract) at
Canso and Point Tupper where shown on the drawings.
8. The installation of "Golden Welds" at the landfall point of the
26" offshore pipeline, at the connection points to pipelines crossing
the Strait of Canso and at other points as determined by CONTRACTOR.
9. The drying, injection with nitrogen gas and capping of the
pipelines.
10. Hydrostatic test of the completed installation, pipeline
cleaning and final calliper geometry and deformation survey to confirm
the pipe has not been buckled or dented.
11. An internal low-resolution magnetic flux log inspection run
shall be performed on the pull string pipe after installation.
12. Disposal of all hydrostatic test water in an environmentally
sound manner at an approved disposal site. Disposal to meet or exceed
the requirements of governing regulatory body and CONSTRUCTION MANAGER.
13. Disassembly and removal of all equipment used to carry out the
work.
14. Upon completion and final acceptance of the pipeline
installations, grading, clean-up and final restoration of the ROW to the
satisfaction of CONSTRUCTION MANAGER, Regulatory agencies and
landowners. CONTRACTOR shall provide temporary erosion and sediment
control measures to ensure site stabilisation until final acceptance of
the work by CONSTRUCTION MANAGER at which time it shall be removed as
specified.
15. Acquisition of appropriate permits to carry out work.
16. Provision of "As-Built" information concerning the welding,
joint coating, smart pig, radiographic tests, profile of the installed
pipe, etc. in accordance with CONSTRUCTION MANAGER'S guidelines.
17. Installation of appropriate warning signs on both shores of the
Strait of Canso.
