Issue Date: 29 September 1998

Sable Offshore Energy Inc. (SOEI) is requesting expressions of interest from qualified companies, organizations, and individuals capable of carrying out a Traditional Ecological Knowledge (TEK) Study of the usage of land, sea and resources along the Natural Gas Liquids Pipeline easement as well as at the gas plant site near Goldboro, NS and the fractionation plant site near Point Tupper, NS. Those interested in pre-qualifying to bid on this package should submit their corporate resumes indicating relevant experience and expertise with similar TEK studies to the following address prior to the closing date indicated above. SOEI reserves the right to make the final determination of which companies, organizations, and individuals will qualify to bid on the Study.

PURPOSE
The TEK study will be performed to address the potential impact of the Sable Offshore Energy Project on areas utilized by the Mi'kmaq people within the proposed pipeline corridor. Specifically, the study will provide SOEI with locational information related to:

* Physically Identifiable Resources (i.e., archaeological sites, etc.);
* Areas of Traditional Land Use (i.e., fishing, hunting, gathering sites, flora and fauna, etc.);
* Community Critical Areas (e.g., spiritual sites, sacred places, burial sites, etc.).

It is envisioned that the locational information will be developed utilizing a literature review of previous work, discussions with the Mi'kmaq leadership and their technicians and through interviews with Mi'kmaq communities particularly elders and key informants.

DESCRIPTION
SOEI intends to ensure that the Mi'kmaq People of Nova Scotia have meaningful input in this study and are briefed on its progress and results. As such, interested parties must be experienced in undertaking TEK studies, demonstrate their familiarity and knowledge of Mi'kmaq communities, and representative organizations and be prepared to conduct interviews in the Mi'kmaq language.

Critical components of the study must be identified to SOEI within 30 days from the date of contract execution.

All inquiries and expressions of interest should be directed to:
