Background
The Goldboro Gas Plant is receiving gas, hydrocarbon condensate, and a mixture of Monoethylene glycol (MEG), salt water, and methanol from its offshore facilities. To date approximately 2000 cubic meters of the MEG mixture has been removed from Goldboro
and trucked to a storage tank at Statia Terminals in Point Tupper, Nova Scotia. Glycol is still present in the offshore gas pipeline, and Goldboro continues to receive this mixture in slugs.
Scope of Work
You are invited to submit an expression of interest to provide onsite reclamation for 2000 cubic meters of Monoethylene glycol (MEG) mixture. Your equipment shall be set up at either the SOEI Goldboro Gas Plant in Goldboro, Nova Scotia, or at the SOEI
Fractionation plant at Point Tupper, Nova Scotia. The expected feed composition is listed below.
The glycol mixture will be trucked from the storage tank at Statia Terminals to a feed tank in which you will connect your equipment. In addition, to the 2000 m3 from Statia, feed may also come from the glycol slugs removed from the Goldboro inlet
slugcatcher. The size and frequency of the slugs is dependent on offshore gas production rates, but the total glycol mixture volume could be as high as 1000 m3. This volume would be received over a period of a couple of weeks.
The reclaiming process must operate and be manned by your personnel 24 hours per day, 7 days per week. Some periods of downtime, due to lack of glycol feed, may occur.
The contractor will obtain all licenses and permits associated with the transportation and operation of their equipment except where it is required, by regulation, that the permit or license be obtained by the customer.
All glycol mixture waste streams must be recovered. No waste streams shall be emitted to the air, ground, or water. An estimate of the amount of emissions resulting from the operation of your process equipment must be included in your expression. Local
permits for release to the air must be obtained and complied with.
The reclaimed MEG must meet, or exceed, the specification provided below.
A daily production and operations report must be produced and submitted to SOEI. Examples of your existing reports should be included in your expression.
Expression Contents
Your expression should address the following areas:
- Provide a process description explaining the technology proposed for reclaiming the glycol mix. A block diagram showing major pieces of equipment and all input and output streams should be included. Include an estimated volume balance of daily
processed glycol and waste streams.
- Provide the maximum rate at which you are able to process the mixture.
- Indicate plot area required and footprint of your processing equipment.
- Advise number of units by size available for contracting.
- Describe your previous experience in reclaiming MEG and the level of experience and number of your operations and supervision staff that you are proposing for this project.
- Include details of utilities and services requested from SOEI including an estimated capacity.
- What is the estimated number of days to mobilize and rig up on site upon award of contract?
- Include details of how volumes of feed and waste will be metered, and how the quality of the reclaimed glycol will be measured and control. Include a copy of your quality control system if there is one in place.

Expected Composition of Feed Mixture
MEG Concentration 44% wt.
The mixture does contain methanol, however, the actual amount is not known at this time. Corrosion inhibitor and de-emulsifier chemicals have been injected offshore and can be expected to be present in small quantities. Chlorides and hydrocarbon
condensate will also be present in some quantity as a function of SOEI operations, settling time and skimming effectiveness.

Color light straw or better
MEG Concentration 85% by weight or greater
Chlorides less than 1 ppm
Suspended Solids Appearance to be free and clear of suspended matter and less than 400 ppm
Iron less than 5 ppm
Hydrocarbons 0

Environmental, Health, and Safety
While on a SOEI site, the contractor and its employees must adhere to all SOEI policies and procedures including our safe work practices, permit to work system, drug and alcohol policy, etc. (all policy based reference documents must be attached)
The contractor shall outfit all its employees with personal protective equipment including:
- CSA approved hardhat, safety boots, and glasses with sideshields.
- Rain gear.
- Nomex IIIA fire retardant coveralls or approved equivalent.
- Other PPE as required for particular job tasks.
All contract employees must have a valid WHMIS certificate prior to arriving onsite.
Beards are not permitted within the plant process area. All contract employees must be clean shaven, however, neatly trimmed moustaches are permitted.
Expression of Interest shall remain open during the Request for Proposal period anticipated for May 17th to May 24th.
