The Sable Offshore Energy Project (SOEP) is requesting expressions of
interest from companies capable of supplying the labour, equipment and
materials to execute the work package described below. Companies interested
in pre-qualifying to bid on this work package should submit their corporate
resumes indicating relevant experience and expertise with similar projects
to the following address prior to the closing date indicated above. SOEP
reserves the right to make the final determination of which firms will
qualify to bid on the Project.
The corporate resumes must include the following information:
1. legal structure of firm
2. financial references
3. HS&E program
4. HS&E records for the last five (5) years
5. Quality program
6. information on both labour relations and union affiliation
7. key personnel proposed for this project
8. list of similar projects over the last five (5) years
9. reference list for previous work
10. current construction workload
Purpose:
BBA, a Joint Venture (Construction Manager), wishes to identify businesses
with cathodic protection experience, who are able to carry out the design,
and the supply & installation for the pipeline cathodic protection for the
26" Gatherling Line from the offshore to the Goldboro Gas Plant, as well as
the 8" NGL and the 8" NG pipelines which run between the Goldboro Gas Plant
and the Point Tupper Fractionation Plant.
Description of the Work:
The work under this contract shall be performed in accordance with CSA
Z662-96, the National Energy Board onshore pipeline regulations, Nova Scotia
Pipeline Regulations and standard industry practice. In the event of
conflicting regulations, the more stringent shall apply.
The work shall include all labour, equipment and materials necessary to
accomplish the following tasks:
The Sable Island Offshore Project includes the following onshore facilities:
* 26" pipeline from shore to Goldboro Gas Plant (approx. 2.5 km)
* Goldboro Gas Plant
* short buried pipelines between Goldboro Gas Plant and adjacent gas
metering station
* Point Tupper Fractionation Plant
* 8" condensate pipeline from Goldboro to Point Tupper (approx 60 km)
* 8" gas pipeline to be laid with condensate line.
An impressed current cathodic protection system is required for these
facilities - particularly for the 8" pipelines. SOEP envisages that this
will involve three CP stations (transformer-rectifiers with groundbeds)
along the pipeline route, with all associated cabling, test stations,
bonding facilities and the like. The work will include the detailed design
of the cathodic protection system(s) and supply of all related equipment,
including surge divertors or equivalent at SOEP supplied isolating
joint/insulated flange locations. Some survey work will be required at
potential groundbed locations. Following delivery of equipment, the
Supplier will be required to provide supervising engineer(s) through the
installation and testing prior to system commissioning. The Supplier will
also be required to liase with SOEP, and with SOEP's design and
contractors/partners. In addition, the Supplier will interface with
owners/operators/contractors of other cathodically protected facilities
nearby, including the 30" export pipeline to the USA from Goldboro.
Suppliers should be experienced in the design and supply of onshore cathodic
protection systems and should be prepared to nominate one or more senior
cathodic protection engineers to perform the work and to provide timely
design/construction documentation in accordance with SOEP requirements.
Suppliers with ISO 9001 accreditation will be preferred, although other
suppliers with a satisfactory record of supply to the oil and gas industry
will be considered.
